CAMRIS International ADDIE Team’s has been working with the Department of Veterans Affairs (VA), Employee Education System (EES), on the IDIQ that requires the Analysis, Design, Development, Implementation and Evaluation (ADDIE) production services which culminate in or provide for the culmination of electronic multimedia productions ranging from low-end interactivity to highly interactive electronic instructional multimedia products. These products typically take the deliverable form of curriculum/course websites, EES virtual conferences and virtual training platform websites, and/or EES content management websites, websites which interact with Web databases (Sequel Server or Open Source Databases such as php); or electronically authored CD-ROM or authored DVD products.
The CAMRIS ADDIE Team has a long history of providing quality and customized training with Department of Defense (DoD), Federal and commercial customers. CAMRIS International implements this IDIQ contract with a team consisting of its own e-learning experts and four sub-contractors: Maslow Media Group, Information Experts, Concurrent Technologies Corporation (CTC), and NCI Information Systems, Inc. (NCI). Our partners compliment and support our web-based services analysis, development and implementation services with their talented and experienced Instructional Designers.
CAMRIS eLearning PRODUCTS
Our eLearning products typically take the deliverable form of curriculum/course web sites, EES virtual conferences and virtual training platform websites, and/or EES content management websites, websites which interact with Web databases (SQL Server or Open Source Databases such as php); or electronically authored CD-ROM or authored DVD products.
All our eLearning products are Scalable Content Object (SCO) and Scalable Content Object Resource Management (SCORM) 2004 compliant, as well as 508 conformant.
eLearning products provide a major means of VA capacity building of its health-system personnel and personnel who administer health-system programs. CAMRIS can access partners for this work that include capabilities for media production, as well as distance conferencing and surveying. This IDIQ contract began in September 2007, and CAMRIS International has already been awarded thirteen task orders, including:
- “Web-based Training Course for How to Write a Performance Work Statement/Statement of Work”
A major program to support the VA by creating a course for training procurement personnel on how to write a Performance Work Statement. In order to build this course, CAMRIS had to Plan, Lead, organize and Control a US-wide week-long training session for procurement personnel. From this, we elicited, extracted and re-represented the material for inclusion into an e-learning course. This involved 5 CAMRIS multimedia experts, 2 CAMRIS senior instructional designers to convert and re-present the material, 2 CAMRIS html/web e-learning programmers and a program manager for over 1 year of development.
- “Infection, Don’t Pass It On, Re-Design of Catalog and Order Form”
This US-wide multi-lingual catalog had to be designed for web presentation and also be 508 Compliant. Initially, there was no catalog and CAMRIS had to create this picture catalog to allow VA personnel to order from it. This required putting together a team of multi-lingual multi-media developers along with a program manager to develop the catalog. The multi-media experts had to apply advanced image processing algorithms to provide a catalog that could be made available over the VA Intranet.
- “System Redesign 101 for Long Beach EES”
This VA US-wide program was designed to identify, organize and develop the architecture for a series of system redesign courses for all levels of personnel covering the outpatient, inpatient and administrative components of the VA. CAMRIS put together a team of Instructional Design Experts, Psychometricians, Usability Specialists, and Content Developers to satisfy the VA requirements.
- “Nuts and Bolts of Supervision, Evaluation of Three Modalities”
CAMRIS evaluated outcomes in three VISNs (Veterans Integrated Service Networks) which each used one of three training modalities exclusively: a three-week face-to-face format; online instructor-led via blackboard.com; and online self-study modules. The evaluation addressed the essential question of how well the training worked in building supervisory competencies, and most importantly, what elements drive success or failure of learning transfer, and which training modalities result in the best outcomes.
- “Mandatory Training: Workplace Harassment/NO FEAR Course”
Development of web-based courseware that provides mandatory training for all VA employees. The two training topics, Workplace Harassment and No Fear, are mandated by Congress. Two previous stand-alone courses are being combined into one single course to address time constraints. The course will include Interactive Multimedia Instruction, and will be SCORM 1.2 and 508 conformant.

Current Tasks
- “Improvement Advisor Course”
Development of a US wide 1-year Improvement Advisor Course to support the development of up to 50 participating new Improvement Advisors for a 12-month period. This effort includes 4 face-to face workshops, reading material, 12 Virtual Meetings, action plans/reports, as well as conference calls and on-line mentoring activities to assist Improvement Advisors in more of “Just-in-Time” learning situation. CAMRIS is merging its Lean-Six Sigma and Program Management skill bases with the eLearning Team in order to develop Improvement Advisors who are well trained in multiple facets of their assignments and can work synchronously with inpatient, administrative and outpatient components of the VA. These healthcare improvement initiatives involve a unique set of improvement science principles that they must be versed in to effectively lead improvement initiatives.
- “Upgrade Mandatory Training: Workplace Harassment/NO FEAR Course"

Performance in these task orders demonstrate CAMRIS’ ability to work with existing course materials and quickly accomplish up-to-date SCORM conversions and course edits, and to do the difficult work of revising courses to be completely 508 compliant, according to current, stringent VA regulations. In all task orders, CAMRIS has delivered clinical and other content approved by experts in various fields related to the VA’s implementation of its health services, the VA’s implementation of human resources and procurement services, and technical proficiency of VA e-learning programs. All courses have been SCORM compliant and 508 compliant.
The CAMRIS team also has the capability to produce video clips and to work in a variety of media that might be required.
The CAMRIS ADDIE Team’s successful blended learning solutions apply greater efficiencies and cost effectiveness to a training program. The CAMRIS ADDIE Team is highly adept at analyzing, developing and delivering excellent blended learning solutions which provide outstanding results and brings to this project extensive experience working with Veteran Affairs (VA) in courseware development.
